James V. Bartlett, Sr.

RADM James V. Bartlett, CEC, USN passed away on June 21, 2006. He was born October 28, 1917 in Point Pleasant, WV to Ira Stump and Blanche Olive Mitchell Bartlett. His father passed away before he was two, and he was raised by his mother and grandmother. He attended public schools, graduating from high school in Charleston, WV. He received an appointment to the U.S. Naval Academy where he graduated near the top of his class in 1941. He married his high school sweetheart, Betty Vars Baker on December 27, 1941. He was commissioned as an Officer in the Navy Civil Engineer Corps, and after receiving a Masters Degree in Civil Engineering at Rensselaer Polytechnic Institute, had tours of duty in the Territory of Hawaii; Beaufort, SC; and Arlington, VA. As Commanding Officer of Mobile Construction Battalion FOUR, he deployed to Guantanamo Bay, Cuba and Africa. He was then assigned as the Public Works Officer at Quantico, VA; and then to the Bureau of Yards and Docks in Arlington, VA. His wife, Betty, passed away in 1961. During his next tour as Deputy Commander, Pacific Division, BuDocks, he married Margaret "Peggy" Herrin Turkington on August 3, 1962 in Kailua, HI. His next assignment was Commanding Officer, Chesapeake Division, BuDocks, where he was selected for promotion to Rear Admiral. He served from 1967 to 1969 in DaNang, Viet Nam, as the Commander, Third Mobile Construction Brigade US Navy Seabees. He returned for his third tour in the Washington, DC area as the Deputy Commander, Naval Facilities Engineering Command. After retiring in 1972 with thirty years active duty service, he joined Raymond International in Houston, TX, where he rose to be their Senior Group Vice President for Engineering, and Chairman of the Board for Raytech Engineering, in New York. After retirement in 1982, he and Peggy moved to Savannah, GA and lived at The Landings, on Skidaway Island. He remained active as a photographer, gardener, wood and electronics craftsman, Ham Radio operator, and active member of the community. He and Peggy traveled the world and summered at their home in Haleiwa, HI. RADM Bartlett is survived by his wife, Peggy, and a loving, extended family, including sons CAPT James V. Bartlett, Jr, CEC, USNR-Ret Bethesda, MD, John E. Turkington San Francisco, CA, David M. Bartlett Winchester, VA, and Michael Turkington Maui, HI; 8 grandchildren; and 6 great-grandchildren.

A funeral with full military honors will be held at Arlington National Cemetery on September 15, 2006 at 9:00 am. In lieu of flowers, the family requests memorial donations to Hospice of Savannah, the American Cancer Society or the Seabee Memorial Scholarship Association.
